I once saw a BMM person on a Freeport.
All Zoners are in the employ of BMM, carrying out secret operations.
But there was a Daumann person on a Freeport, too.
They're actually double-agents, working for Daumann.
Come to that, Cryer people use Freeports.
They work for Cryer on the side.
Not to mention that Bounty Hunter there was on a Freeport.
They're all working for the Bounty Hunters, aren't they?

And since when did the Zoners agree to hand people over to privateers? Corsair law would surely dictate that the privateers are murderers themselves. So shouldn't the Zoners hand privateers over to Corsairs, in that case? Your argument about Switzerland is moot, since Zoners don't have to abide by some sort of Sirius-wide law. There isn't one.
