BHG Kuun-Laan is not KoS anymore.
He helped in the rescue of several prisoners kidnapped by Harverster Machine 10, previously escaped Kurashiki's blockade at New Tokyo planet.
He also formally apologized for any engagement occurred in the past with Kusari authorities.
Considerating all the circumstances, in an exceptional way I allowed a fine (10mil) to be paid to remove the KoS.
He has been also informed to check the Kusari Legal Codex.

Greetings, Admiral!
While the initiative for closer cooperation has, in large, worked spledidly, it is with a heavy heart I am forced to write this note. Unbeknowst to you, I am sure, one of your officers have seriously overstepped his authority, and ursurped the authority of a superior officer.
As one of the State Police's Doshin was patrolling Kusari space the other day and responded to information on a convoy of cardamine smugglers, a naval destroyer showed up. It was commanded by an officer who identified himself as 'Ryou Ishiguro', and stated that he was a 'Cruiser commander'. He then proceeded to take command of the operation on his own authority.
Now, the KSP administrators can not find any mention of a 'Cruiser Commander' rank in the KNF, and no records of a Commander Ishiguro. There is however, and I am sorry to say this, an ensign under the command of Cpt. Sakai who matches the ID given. It is unclear if he has held other ranks in the Navy or other organizations before, but that is beside the point - the only active record in the staff databanks clears him as an ensign and a fighter pilot, not a commander of anything.
So, this is a formal note of complaint, sent to the KNF High Command, the Imperial Chief of Staff, and the Imperial Council.
An officer of the KNF has taken command of a capital ship that he is not cleared for, and overstepped his authority by providing false credentials to a superior officer. The Machi-bugyosho request that the officer in question is diciplined and removed from the command of any captial Navy ship until he has earned the seniority that allows such a command. The Machi-bugyosho also request that the officer in question present a sincere apology to Doshin Erza Kilo, who's rightful authority he usurped.
