Well I'm not biased but I would give it to them only. Reasons :
-Order is biggest intelligence factions, who have nothing to do and people shoot them soon as they see them. This would make it a lot of interesting for their RP
-Keepers should be deadly menace to the Sirius, also if someone spots them they either run or shoot them, it would give them opportunity to move trough sirius "collecting" data on human race. And I'm sure it would give them more activity as well.
Of course as you said, then many factions would like the same toy, in sake of a gameplay it would be good if everyone gets it, inRP...there is no possible way for everyone to have it.

Good question, my two cents say the building and destruction ( if possible) of bases should be faction specific, at least to start with. Therefore the building, operation and destruction would be part of the RP environment and there wouldn't be a free for all, and I say this as a player who isn't a member of any faction.
