But in RP Samura has the protection of KNF, AFA, and the Hogosha. The RP is that Samura wants to haveother people do this kind of work for them. Much more cost effective.

They don't need it. Read the rule carefully. Only the ones that are submitted after that rule was made.
So - Samura doesn't need 500 mil.
