Well it depends for what you would use the base- if you are going to make production factory 2 platforms are more then enough. If you would block jump hole with battle station your set-up would be other, same story if you use the base as storage factory. If you plan to build stuff you hardly need more then level 2 base.

Can I make like Jump Drive IV without making the previous two? (Jumpdrive II,III). Same for Survey scanner?

The different sizes for each of them don't affect the order you can build them in - they are all available once you have your specific factory.

will nanos and shield bats take up 1 cargo per one? if not what is the cargo consumption of them?

If you store 1500 Nano and 1500 Bats they will take up 3000 cargo from the base`s storage

when u get to lvl 2 core upgrade will the base use 2x more alloy for wear n tear? or will it stay the seam and just food water o2 and crew double?

One other question. How do you set the rep on a base? Because I want to set a base rep to normal liberty navy

Incorrect and untrue (just tested it in case it had changed since i last checked).

The Base has a repair cycle.
core 1: BA --> Robo --> SHP
core 2: BA --> Robo --> SHP ---> BA --> Robo --> SHP
etv.
After each repair it checks if the base still has damage. If it hasn't, the base doesnt commence to repair.

Since the wear&tear damage is never enough to deal more damage than the very first repair (here marked red) repairs, the second repair (marked blue) won't trigger.

As such a core lvl 2 base does require the same amount of repair stuff to repair the wear&tear damage as a core 1 one.

P.S.: If you lack one repair ressource, it is merely skipped. So if you lack Robotics on a core 2 base it will go:
core 2: BA --> Robo --> SHP ---> BA --> Robo --> SHP

Since the amount of Food, Water, Oxigen (FWO) is bound to the amount of crew members, which is bound to the core level, the consumption of FWO rises.

As said at the very first page of this guide: writing /base rep as base admin will set the affillation of the base to that of the base administrator issuing the command.

So in order to get the bases rep to LN, you'd need a LN-IFFed ship issuing the command as base admin.
