Edit: how in gods name would you get sanctioned? Is someone going to be constantly scanning every ship for the two seconds you're in space with 2 IDs? That rule is impossible to enforce in that way, and most people who are flying around with two IDs don't even realize it and either sell it when informed or lose it when they die.
