Well, imo that puts unlawfuls in a better position then lawfuls
They can go around Sirius with their battlefleet (Half is outcast ZoI, another half is Corsair), having capfleet pewpew and extorting money from traders they meet on the way.

Hmm. I need a Rans or Storta. And contact Monty&Co.

EDIT: But we'll see. Few weeks of testing won't hurt. Not in general.
