Great work, thanks for tweaking the payouts!
Might look at battleship payouts as well maybe

E.g. Crayter and nomad missions with Marduk and carrier/dread spawning are way harder than a bunch of cruisers you just carve through and take a very long time to complete solo even in 2 people

I feel that Freeport 11 should have its missions removed. A neutral base giving out high-level missions to everyone is creating lots of weird ooRP situations like hostile factions working together to do missions, or foreign capitals leaving House space to shoot Nomads in Delta. It's not a perfect solution, but I think it'd make for a somewhat useful interim until Azurite is implemented properly. That, or Core/Order missions being moved back to their respective home systems like in the past would be a good change. Indie caps idling in home systems were/are good targets for raids, and when these were removed raiding activity decreased. Perhaps keep snub/gb missions to Delta and the cap ones in Mu and Rho. Ngl I think there's a real issue where too much activity is focused in Delta anyway, and it would be better if it was more evenly distributed.

On another note, Dabadoru isn't giving out tiered missions for Order so they're having to use Freeport 11 instead of their own base.

Core has a missions base in Delta right?
Just give order their own base in one of the many suitable bases
And let Delta FP missions just for Zoners+Freelancer+other independent factions

Apparently Dabadoru does give out high-level missions, according to Vitoniz30. Zoners, Freelancers, and anyone else could just take missions from faction bases, rather than a neutral one.

That would actually remove stray LSF capital ships flying to Delta through Kusari to farm those missions, and some oddball Federal Bismarcks going there for the same purpose.

Would it be possible to get and display a list of pure cap missions bases now that they matter with this awesome overhaul?
Because everyone keeps telling beginners "just go to delta"

Just give every house high reward cap missions against nomads. Liberty in Alaska (afaik they exist already), Kusari in Tohoku, Rheinland in Omega-58 or Thuringia and Bretonia in Darlington.

Good, reasons to buff trading routes then.

Hell, yes.
And I second the idea of cap-ships actually having mass and ramming-damage of their own.
