Every province, one for each race, has its own government, but they all answer to the centralized Empire. I'm level 6 already. Spellcaster mostly. Took me 2 hours to kill 3 mammoths and 2 giants on plains around Whiterun on master level. This game is... OM non-existing G...
I've already made up my mind - I'm not going out till February. Thinking of breaking up with my GF too.
