Yes. It would have been more appropriate to list them as Kusari borders rather than "Zones of influence", but they are part of Kusari none the less (or subjected to Kusari law in the case of Tau-23)

Kikatsu mentioned it in Blossom a while ago, and i told him he should send a message about it from Cryer.

About Stabiline, it's still a drug. While the gene pool of its users isn't altered, it still causes severe addiction.
We decided to move it to Kusari corps because of its therapeutic need.

Golden Chrysanthemum captured, for whom there is a need to keep them alive for interrogation might be an example.

I actually do not know what happens to GC serving their time on Fuchu prison. They cannot really be integrated back to Kusari society because of their addiction, and i don't really imagine the Republic just executing them.
That's an interesting subject, for another thread.

The bottom line is... If Cryer do need to be able to carry Stabiline, they could simply request it and see where the role-play goes.

In return, have Kusari corps requested the access to distribute Stabiline?

I find it hypocritical that manufacturers of product cannot distribute them without doing RP, while house corps can.
