It should also be noted that GUARD systems will be culled on during the future of Discovery, unless someone has taken an axe to that idea.

Guard systems are bad for RP, as they are non-canon, as well as gameplay and should be deleted.

Personally I think the idea of Guard systems is good, but the implementation is bad.

As it does make sense for certain people to be kept out of places they shouldn't be. I.E. A Random trader going into Virginia.
Yet they shouldn't ward off everyone, its part of game limitations i guess....

But there was already Alaska. A perfectly fitting off-limits system for Navy to use to setup ships. People can get in rather easy with dire consequences if found out.

Pretty much this. Most factions with Guard Systems already have something like that.

The only thing this will change is that Hellfire ships now won't need to be cloaked to roleplay around Manhattan.

Remove the already underwhelming representation of planetary defenses because it's "detrimental to gameplay" and "encourages base hugging"?

How about we just make a rule penalizing that behavior, instead of uh, this. XD

I suggest adding even more turrets on the docking rings. If you're an enemy, you should stay away from a base or planet, unless you want to suicide.
