The primary discussions have been done in-RP, and many other 'theoretical' proposal possibilities have been discussion OORP. The QCP will not participate in free-for-all negotiations with dozens of people yelling at each other. We have supplied a single diplomatic representative, and have been having discussions with the CoZ representative. If you wish to post the proposals in the CoZ thread, then by all means do so (which you have), but the QCP will not participate. Decide your absolute parameters and let your representative negotiate, or don't waste our time. If you wish to move the one-on-one negotiations away from Skype and onto the forums, then I don't have a problem with that, as long as no one but the two representatives post in that thread. Since they have been mentioned, don't you think they should be able to respond in some way? I do. QCP can choose to make demands on behalf of anyone we wish, with or without those people's consent or opinions. They may or may not be happy with the QCP for doing so, but we don't care that much. If CoZ wants to speak to other factions that the QCP are making demands on behalf of, they are free to do so, if the QCP doesn't want to speak to other groups, they're free to refuse to do so as well. Seriously, stop looking for OORP reasons to stall the negotations and just get on with it inRP. This thread should not be used simply to vent OOC anger at one another. There is no 'single representative' that can make the decision on this case. The Council is a democracy. In a democracy, a formal message is sent to the entire body of government to be debated on until a consensus is reached. Then, once such a decision is made, the Council will direct a representative to offer the counter proposal, refusal, or agreement, as the case may be. QCP has a 'leadership' that can decide what they want and conduct diplomacy in a direct and quick manner.. They can have one person manage the entire process. The Council of Zoners cannot. This seems more and more like QCP is doing whatever it can to make these negotiations fail. If you want the Council of Zoners to make ANY sort of decision on this, then you send a formal message to the Council. If you don't, then no decision can or will be made. Any blame would fall on QCP's shoulders as purposefully refusing to provide any sort of demands or offers to the Council of Zoners. |
