I wished to hold informal talks with High ranking officers before proposing a contract. Regretfully none have been available. The Guild would like to request that we may trade embargoed goods, into and out of the Tau systems through Kusari. Obviously these would only reach destinations within your control, up to and including Holman Outpost. As you may be aware, we have requested this of Bretonia and have received partial permission. We felt that the trade agreement we provisionally have with them is in our best interests. We already regularly ship Deterium to planet Honshu and New Tokyo, from Freeport 2, Freeport 6 and Gran Canaria. Therefore we believe that by shipping Deterium to Bretonian bases we are increasing our neutral status, rather than favouring one side over the other. We remain impartial in this war and so would like to extend the same requests and oppurtunities to both Kusari and Bretonia. At present the Traders Guild has found no viable profitable trade route from Kusari space into the Tau systems. The reason that we request this of you is primarily to show our impartiality, and so that if reasonable profit margins on embargoed goods are discovered, that we can utulise this. With this in mind we request that we may be allowed to trade all embargoed goods to bases in Kusari Territory within the Taus: Plutonium, Deuterium, Hfuel, MOX, Military Vehicles, Light Arms, Ship Hull panels, Engine Components Whilst carrying such materials we would not cross the border at any point, therefore removing the Bretonians' potential to steal these substances, and ensuring that you may escort us through your space to their destinations. --- We understand they are requesting access for illegal goods to enter the Taus, but only as long as they are kept within Kusarian borders (which end at Holman, not at the Kyushu-Tau 29 jump gate). Therefore we can take these into the Taus without leaving Kusarian space. --- The Traders Guild would in no way like to break the embargo, that would be against Guild policy, Kusarian policy and Bretonian policy. The Traders Guild prides itself on being fully lawful, whether watched or not. In breaking laws or angering parties our trade will be limited by creating enemies, that is the opposite of our desired goals. Any Guild member found breaking these regulations will be heavily punished, we have an internal sanctioning system so please, if you see these broken at any time please quietly inform the ranking members, including evidence, so we may privately deal with the matter. If you wish for any clarification or additional or altered regulations to be added then please state them. Full route details will not be publicly published, for safety concerns, and because they are constantly being researched. However, I am happy to tell you route details over private communications, all will conform to these regulations I assure you. No route concerning entering or leaving the Taus with embargoed goods, through Kusari, will be approved or legalised by the Guild until we receive your confirmation that the regulations are sufficient. To provide fuel for war to both sides of a conflict...is not exactly what I would call a 'honorable' action, if you would allow my impertinence. This conflict is costing to Kusari the lives of many brave warriors, I have seen many of them fall under my command, too much. A decisive end by a Kusari victory would certanly save many other possible losses from both sides. But, I understand the complexity of the Trading Guild position, as the Imperial Council do of course. I have been charged the honor of contacting you to discuss the terms of this agreement. Kusari terms are as follow: - License fare to export restricted military material from Kusari to the Tau Sector is 500 millions of credits* for a group license. We will reserve the right to keep this amount of money if any of the terms specified is not abided during the duration of this agreement, license will be also revoked if this would be case. *In consideration of the good amount of Deuterium Kusari is going to receive in return, the Imperial Council decided to apply a 50% discount on the license fare. - Traders Guild vessels carring those goods are not authorized to exit visual range of stations specified in this agreement (Nago, Freeport 6, Holman, Nagasaki, Lanzarote) and must not deviate from the planned course unless emergency cases due to major force causes. - Traders Guild vessels carring those goods may be asked to stop for an inspection from Naval Forces or State Police pilot/s (must be in visual range). - Traders Guild vessels carring those goods may be escorted to the current destination from Naval Forces pilot/s (must be in visual range). My transport has been moving H-Fuel and Military Vehicles to assist the efforts as much as my crew and I have been able to in between our regular, infrequent Samura shipments. We have yet to secure a source from which to purchase Deuterium, but I am certainly looking into it as it seems far less abundant than the other cargo. I assure you that I will strive to do my best in this matter. As said before no profitable runs have been found which take restricted goods into the Taus, and that we would like to offer the same proposals and requests to both parties in this war. It would not be for our own benefit for this to be approved, you would gain more than we do. We hasten to agree that the war should be ended, however we reject the idea that Kusari should be victorious. The current borders are acceptable, both Houses have their own benefits of their chosen locations. As a Kusarian commanding officer you are accountable for your soldier's lives. Kusari holds the upper hand in this war. I'm sure you therefore have the ability to call a ceasefire or end to this war, the Bretonian forces are being forced back, I believe they would consider accepting this. We would transport to the Taus, not for our own profit, but in the interests of fairness and equality. As said before, we already transport large amounts of Deterium to Honshu and New Tokyo, we also deliver Military Vehicles to Shikoku, these quanties will not be affected whether the proposal is accepted or not. The Traders Guild would like to alter their plea, to taking Military materials out of Kusari, though obviously not to Bretonia. Again, no profitable runs have been discovered involving this, however, we are certain that some must be available, and therefore would like the permission to do them when found.
