Yes, indies are free to join on the IDs that are specified (CR/Council/GRN)
The question has been answered here by Bloodl1ke. The event is all weekend and then it will continue you NEXT WEEKEND with a few special additions made by @sindroms
Also to faction leaders from GRN. and Council please inform Sindroms of the FLAGSHIP of the official faction for the addition changes if he does not have them already.
