It's been years since I've encountered a Nomad threat within the Omega space. I will take it upon myself to investigate and see what I can gather from that encounter, and the previous one that the Minister has mentioned in the archive of a transmission you sent us. I will order my crew of Black Guard warship, Zapata to make preparations needed to head on the investigation. This will be a brief summary of a report given to the S.C.C. As you may know, I have stated my intention and acts of building a revolutionary cell or "cadre" in the Taus and bordering Omicrons. I have yet to come up with a name of this operation but do expect one soon to be used when referring to it outside of these internal transmissions. But, we have finally begun.
I have redeployed a few Black Guard ships and commissars whom will be assisting me in this specific sector. Furthermore, our foot in the door to begin our operations has been a Maltese rebel group known as the Maltese Opposition Army. They are led by a figure known as Whisper, who has been organizing guerilla like attacks against other Outcast groups and GC convoys bringing in Cardamine or slaves. They have a call sign of "M.O.A" on their ships, along with some ambiguous naming convention that they go by, therefore please do not shoot down these outcasts if they appear on your radar with their appropriate call signs.
In brief, their goals seem to be to get rid of the National Council of Malta and replace it with a people's government. I have yet to figure out what they mean by this, but they have been open to hearing on our "input" and are aware of our communist ideology. My goal will be to influence them towards a proletariat state within the Omicrons. On a more pressing issue, that of Cardamine, they hold an interesting stance against it. They seek to regulate the flow of Cardamine. M.O.A has a clear intolerance of Cardamine used by non-outcast and consumed outside of Malta, which gives a layer of tolerance to which I believe we can work with as a stepping stone in this sector.
Furthermore since our slow collaboration, we have encountered a group of outcasts whose identity has yet to be known, to which according to M.O.A , are sellers of Cardamine. Their existence is proven by Commissar Petrov's evidence, and they use a call sign of "Q.C" as picked up on our transponders. I want to stress that this group of outcast seem to be extremely wealthy to be able to possess a fleet of their own, private and independent from the National Council and therefore they are not to be taken lightly. This is where we will need a group to keep them in check, and I believe M.O.A will also play a key role in that regard.
