If this occured within Rheinland and they played to their ID, I see no problem here.

Its within the rules of the ID engagement lines, I feel thats the equivalent of getting stopped by an unmarked police car.

Combine that with the fact that Rheinland has a history of artifacts and aliens causing mayhem on them? The immediate hostility seems justified.

Smuggling is dangerous for a reason, and there are heavy consequences if such cargo is considered contraband and you get caught. Maybe consider this as an example to not get complacent.

The encounter happened în Kappa. The BDM ship was a Bulwark with Freelancer IFF. Everything is within ID lines, I'm not questioning that. It's just sad that in the light of the discussions going on in "IDs inRP or ooRP" thread, I get this encounter. So my own conclusion, "undercover" is useless. I should always treat people as per their ID and it is what it is. Nice RP from an established OF.

It was not in House Space. Even in House space; RP would've been necessary to establish that the Bulwark was MND. No such RP was provided.
So getting shot at by a Freelancer without proper RP is iffy.
So, IFF + RP or ID? Cause as the rules stand now, It a booboo on the Bulwark side.

Speaking just as a BDM player - There never has been any requirement to explicitly write out justification for demands that are in line with ID permissions - a pirate would not need to say "Hey, I am a pirate and I derive income from selling goods and/or services that I have procured with very little overhead and at a massive discount - from you - please give me your cargo" so much as "give me your cargo"

An undercover freelancer MND character would not need to out themselves as MND by writing out that they are confiscating your xeno relics under Rheinland legal jurisdiction - just issuing a demand gives plausible deniability and the potential for being written off as a pirate.

Shouldn't they be operating under Pirate IFF then, instead of Freelancer IFF?

So ```You are ordered to stop and prepare for inspection``` as a Freelancer IFF in Kappa is appropriate RP? That's not an approach a pirate would take. A Freelancer, even less. Why would a Freelancer have any authority to confiscate anything?
What I'm disappointed with is how the whole "RP" played out. I expected a Freelancer to talk about it, not open fire in less than 10 lines. But it is what it is.

I don't think we have the capability of flying a Pirate IFF Sad it could open up some fun new avenues

We'll take that under advisement and make our demands sound a bit more piratey

Nah man.
Undercover is Undercover for a reason.
If you go by IFF, you have no right to demand anything.
If you go by ID, you have every right to /1/2/3.
If you go by IFF + ID, you didn't specify what or who are you. Just a random encounter. This going on like this is setting up a bad precedent where me flying Freelancer IFF with Freelancer ID can pirate smugglers cause they are smuggling (No, that will not happen. Or maybe?). Not to mention It reflects poorly on you, and we (We = the community) like you. Issue an apology for the lack of clarifying RP, throw him some credits, tho he doesn't need them and take this incident into consideration when debating on future changes on IFF vs ID topic.

I'm not sure if I understand what you would like for undercover use of Freelancer IFF to be - it sounds like you would like for it to be essentially a Freelancer ID with an additional ID that does nothing while the Freelancer IFF is on? In that case, why wouldn't one just fly a freelancer alt?

In the case where you have a Freelancer ID/IFF'd ship, you have no lines to demand alien cargo unless someone were to hire you to do so
