OSI doesn't fly caps.
ZTC doesn't fly caps.
Most of the caps belong to independant players -- but what the hell do you want them to do? Not buy caps when 4 of them are IN the bloody game?
Zoners are not corporations, although there are corporations build by Zoners. Those who RP corporations don't fly caps and last I checked, Zoners were not building up armies to invade Bretonia.

Yeah, let's be honest, if the situation wasn't controlled by unseen forces, if zoners were behaving like this, they'd have been gone ages ago.
edit: Don't think anyone's complaining about OSI or anything here. They're a great faction who could probably try their hardest and not offend anyone. They act like vanilla zoners, they admit to the LWB that they sell synth paste, they're just so damn nice and affable.

And I'm serious. Neutrality does NOT mean taking no sides. If terrorists hide in your base and those hunting them know they are there, you don't say 'NO FIGHTING HERE', since those hunting them might not give a damn.
If enemies of the USA or the UK, guilty of doing immense damage to their people, hid in a neutral country, they would do all they would to force extradition.
The reason BHG don't do this to Zoners is because they don't want to wipe any criminal organisation out. They want to treat them like very dangerous prize game, not overhunting, since it will hurt profits. Other factions DO want to wipe these groups out, and won't let Zoners get in their way.

To maintain credible neutrality, you occasionally have to give in and take a side.
Being neutral when people are hunting terrorists for example, giving them beds, is effectively not neutral. It's showing (minor) support to those that are being hunted, since it benefits them, but not the hunters.

Zoners give hunters beds as well. And as I've stated before, to Zoners the concept of "terrorism" and "police" doesn't exist. Everybody kills everybody and everyone is just as guilty and innocent as anybody else.
The only factions that Zoners truly sleep with are the Order due to the whole Nomad thing. GMG, not sure, but RP-wise despite info cards saying we're allies, most Zoners are rather neutral there.
Anway, I should really stop talking because this is rather pointless, isn't it? If after explaining the Zoner RP 10 times to you, you still have an issue with it, then I can't turn the world upside down.

Bounty Hunters gain since they aren't trying to wipe out crime, they are treating criminals like cattle. They need crime to exist to keep them in work. They also need bases to launch from.
The actual law enforcement don't need Zoner beds. They, by all rights, should stamp their ironshod boots into the Freeports and drag the pirates out of there in chains.

Are not Zoners who want criminal activities out of their bases, thus declaring nfz around them? Why would they shelter Corsairs or any other unlawful organization that would get them into trouble with other groups?
