The pirate/vigilante wasn't chased because he/she didn't do anything wrong in that scene.
If said pirate is caught doing crimes against the house laws then I can assure you that the Navy will shoot said person down.
Vigilante's however tend to hide their 'dark side' from the lawfuls.
If a pirate pirates a pirate, why would the Navy bother to involve unless of course it's going in a unjustified way.
Vigilante's take action in their own justified way, which can be by blackmailing certain criminals and so on. Or just killing them without a word, however this isn't allowed by the server rules and thus they will make a claim in any way they see decent.
If you happen to not give the pirate/vigilante what they want, then you just have to pray you can either shake them or kill them yourself. If you can't then it's your own fault for running into the BHG/Navy and so called pirate.

You have no idea what you are talking about. I chased after the rogue after you died alongside another navy. Meanwhile, the Pirate was being chased all the way to Rochester by the other Navy.
Stop spouting nonsense. And stop accusing people of something before you are sure with that half brain of yours.
Edit: It appears that was another fight with the Vigilantes and Flares around. :/

no my friend i didnt really cared about it ,like a fight which i cant win . i feel no shame in running and docking. Its all good for me because i am used to getting ganked or all that ganks fleets torp spams. no problem for me.
I just wanted to understand the roleplay the guy did. thats all.

Wrong the said Pirate was chased by me since I left the main battle in the said encounter to follow it. He brought 2 buddies I managed to kill one of them and ran because the other two almost got me:

Note that they also killed one of the lawful ships too.
You forgot that this is "Independent" Pirate ID not Pirate ID, as independent they are well... Independent so they can do whatever they want within the rules. Taxing other pirates and mercs inclusive. Also you forgot to say that the rogue there that was killed by the other hunter paid them and they didn't attacked him.
