People who really can do this job either busy with factions to spend more time on police job, either not loved/trusted enough by admins. That's a constantly changing thing though, as seen with people who are here one minute then suddenly disappear of the radar for eternity. If the administration decided to focus on forum moderation, merged the positions and increase their ranks to handle the additional workload, sure.
