While I am glad to see people trying to generate new content, I fear this pitch is fairly redundant with MND and BDM already trying to reach similar goals.
Though still you should try it out - Rhein is on life support as it is and more people couldn't hurt.

It makes sense for Rheinland to have a group dedicated to this due to their recurring issues with the Wild. So for now I like it.

I assume you see yourself as a specialised unit made to take on the Wilde. That's something the BDM already does but we're a pretty general intelligence collection faction. Your idea could work, but you need to develop the lore behind your faction.
My suggestion is this: Make up some inRP operations the RSS has conducted in the omicrons taking on the Wilde since the year 801. Go into details on these operations in your faction post/lore e.g. what was their objective? Was it a success or a failure? Did anything go wrong during the operations? Needless to say not all of your operations should be successful, having a few failures looks bad but it at least looks realistic. Even the CIA doesn't get everything right.
Second, try organising some events with the Wilde. Perhaps a weekly one? It will increase the activities of both your factions and make Rheinland activity rise too. Don't just limit yourself to the Wilde, RM ID'ed folks are allowed to go to Sigma 13 (if not, someone correct me, but as per my understanding they are allowed). So you can do some events or get some activity with the Aoi Iseijin as well, especially since they cooperate with the Rheinland Wilde a lot.

But according to our story the RSS were only formed after the Nomad War, if you had read the Faction History you would know, the history seem's short? It's because we are a newly formed faction and for the record we will develop the history has we Roleplay (Time), so our History will grow, ALOT.

The Discovery Universe currently takes place in 819 A.S, that's 18 years after the end of the Nomad War. Surely there would be a bit more history to make it more appealing?
