That's actually the whole point of Docking Rings, as well as the inherent safety features. Sure, you can attempt planetary landing the traditional way... but not too many ships are designed with that in mind.
Seems too strict? No one said that Sirius was a utopia, and it's similar themes that catalysed the existence of groups like the Zoners.
Also, there's no way to make Docking Rings work like Jump Gates (which permit jumping even when hostile).

perhaps make docking work like the way you go to conn- the ring itself is an always neutral "base" that is labelled according to its faction, the defences in its perimeter are hostile. and when you successfully dock with the ring you are redirected to the actual base thingy. and then when you depart the base, you are again redirected to the neutral docking ring.
so when you dock with manhattan you are docking with li_base_01_ring or something (sorry im not a dev, dunno the actual names :|), but you are redirected to li_base_01 which is the actual base for manhattan.
actually now that i think of it, you could even implement 2-base system for any planet, ie you will dock either with the lawful side of the planet, or the underground/unlawful/blackmarket "side" of the planet depending on your reputation (or your choice if you are friendly with the planet). and maybe when you (un)dock unlawfully a dice is rolled based on your equipment to see if you actually made it through the atmospheric defenses to successfully reach the unlawful settlement

Wow only read page one and all i see is babies crying over its oorp its op its stupid well guess what inrl do u think an enemy ship could sneak onto a planet YES and this is disco so can a bomber sneak onto a planet of corse can a battleship land unseen very unlikely depending on planet and if u uses docking ring/fixture to land and where it lands on planet, do u think ur enemys are on the planet already YES u think there are no Liberty Rogues on Manhattan ur Crazy get it through ur heads a docking ring isnt a planetary shield its a device to support reentry not to stop incoming traffic and if rogues need they can grab a damn bison and land on the fricken planet easily inrp so why not i agree for this redo of docking rings its a great idea ^^

Logic and realism were never a part of Freelancer, otherwise planets would engulf the entire screen and it'd take considerably more time to reach an adjacent system. The simple fact of the matter is that if people can dock where they like then there will be a lot of abuse and imbalances.

Then do what the other guy said make a lawful base on front of planet and a hidden unlawful base behind or below or above planet which lawfuls dont know of inrp or they are under semi lawful iff to hide its an unlawful base
