Actually with that in place now the GRN can turn Leeds into a forward supply production facility and not even be as reliant on supply chains from Gallia anymore. Granted they are still needed, but you can get your stuff right there.

Partisan activity would be the only inconvenience.

As for the remnants... I can imagine more Gauls deserting military duty and taking refugee in groups such as freelancers and zoners so that they would escape imprisonment, capture, death, and anything else they wouldn't want.
Or simply starting a new life since they their old home was now... took away from them and they have no purpose to fight for anymore

As far as I know leeds is baf empty, and I doubt the population on leeds can do anything, short of a few uprisings here and there. The gallics can easily transform the already-built facilities on leeds so they won't need any supplies from their core systems. Rather than forcing kusari to close jum gates why wouldn't they simply turn against liberty and help the GRN. Kusaris are weak surely but 2 economies can't beat 1, especaily when you have france against you ( in reality-or fiction ).

According to the ReadMe/rumours, at the start of 4.87 (i.e. right now) BAF has more ground troops on the surface of Leeds than the Gallic Army.

Since the Fall of Leeds was seen well in advance, Bretonia's done a fair bit of preparation in making the area defensible, well-stocked and of course clear(ish) of civilians. They still have control of some production facilities to make up their stores of ammunition, and since Gallia wishes to take these for themselves they won't bombard them. However, if there are pockets of resistance (bases, groups of tanks etc.) away from the main industrial sectors they can very easily be glassed by the orbiting fleet.
Gallia has taken some significant areas by force (mostly around the spaceports) and have a large section of 'volunteered' populace under their control thanks to Governor Wilson's collaboration. They will eventually take more and more since they have fresh troops by the handful and much easier access to the surface via the main docking ring and mooring fixture.

LD-14 isn't all that handy for them given they haven't got too much use for MOX (because oil is great for fusion reactors when you add unobtainium), more useful is keeping it out of Bretonian hands.
Stokes isn't really in working order, particularly since a fair chunk of its useful modules were removed and added to Southampton (again, by rumours).
I think Glasgow is fairly useable still, at least as the supply depot it's become for quite a while now.
