The main PvP arena for the moment does appear to be GRN vs. "allied collective", so up to you on which faction you prefer out of them.
Wouldn't go so far as to say GRN "needs players" but it's still a good choice if you like being the bad guy and/or underdog. If you are interested in some heavy-RP background, give Haste a shout as he is trying to restyle the Reavers. Can be used similarly to GRN but actually has tech choices (not that GRN stuff isn't good, mind).
As Panzer and... NoMe said, CR| is a good choice on the other side and we're getting a bit more active now things are quieter.
Most of the other factions are also fine choices for joining in the pews, and of course there are other arenas like Vipex said.

Get more chars in different places across the Sirius. Monitor the player list to see where you can pew pew.
In XTF we can (try to) teach one some tricks and offer a couple of reliable wingmen.

Except that the CR| isn't a "Dedicated PVP Faction", nor should any faction be, really.
Anyway OP, there are plenty of factions you could join that have an abundance of enemies and targets to fight, and most of the ones people have listed fit that bill, however...most factions require their members to have some interest and/or capability to roleplay, joining an official faction isn't something you should do purely out of an interest in pvp.
