Awarded to a Junker who successfully visits and returns unharmed from a visit to the Sanctum and Dreadnought in the Outcasts' guard system.
The same could be true for any other interesting, dangerous systems of the sort.
Also, if they affect votes, maybe they should be worth different values?

First Class; Awarded to a Junker is the service of his brethren for traversing the stars to four or more Junker bases whilst on Congressional business.
Second Class; Awarded to a Junker is the service of his brethren for traversing the stars to a maximum of three Junker bases whilst on Congressional business.
Third Class; Awarded to a Junker is the service of his brethren for traversing the stars to a maximum of two Junker bases whilst on Congressional business.

Awarded to anyone who has served as Adjudicator, past or present.
Diplomatic Envoy Award
Awarded by Adjudicators to a single non-Junker from any of the factions represented in his/her area of authority.
This would let our allies have a say in what's important to them. Though it should only really affect those particular House areas.
