I voted no, because the problem is nowhere near the liberty lawful faction. I certainly am not leaving Liberty because of either LN, LPI or LSF.

I have no issue with the LN faction. They try, at least. Any of my previous gripes with the faction were unwarranted -- I blame them on growing pains as I developed my base as a hostile unlawful. I do have certain mild annoyances (A recent incident: A certain higher officer "discovering" Buffalo, and calling in an entire wing plus a merc to deal with the two pirates forming a group there -- come on, as a faction you should know better) but as a whole my interactions haven't been bad.
I do have problems with idiot capwhores whose idea of RP is to run in on a fighter battle and ruin it for everyone, and scream at the unlawfuls for "shield running" before calling in missile boats because they still can't kill anything.

i think we should have it so that new players can choose to begin their character in any of the major factions home planets. that way :-
- not everyone comes from liberty
- there will be more balanced activity in the outher regions
- more chat in all regions
the maps and trade routes would probably need to be redrawn to give everyone equal revenue generation abilities.
