Bold systems are house space for ID docking rules (ex. Zoner transports over 3600) and italic + bold systems are considered house space for quasi-lawful piracy ID rules (ex. Lorraine makes sense as a non-quasilawful piracy system because of the strong GRN presence there. Neither the GJ nor UC could get away with pirating a random Kusarian transport there, for example. If you think about systems in terms of infrastructure and connection, Lorraine is both well built up and is connected to Champagne (which at one point was still a part of Gallia). With upcoming system changes, that may soon be different. And yes, Gallia will shrink by a lot.
