Hi,
I am not sure about LSF, Colonial, Hellfire Legion and Sirius coalition having guard IFF
I am pretty sure none of the gallic factions have guard IFF
and I don't know if guard NPC have been removed, I would say no, but it needs to be check.

I just checked it, they do have Guard IFF still.
Your list seems correct, however I can provide screenshots if anyone feels like he needs to see them.
