Maybe allow some allies of both sides to bring a few snubcraft. Just a thought but I can understand keeping it between the military, just an idea.

HMS-, RNC-, RNC-,....... are just ship designations. Not a factions. If someone write "Officials and indies", it means all players with certain ID can participate, in this case, all players with GRN ID, BAF ID and BIS ID (BIS would be logical here too). RNS- tagged players are indies too. You can be there.
Also, I'd gladly bring some Maltese support too (-;
