To be honest LR- has always been a disbanded faction. No much activity I can remember from them ingame.
People still somehow prefer being an indie Rogue than an official.
Maybe if I were an indie rogue, I'd say that I prefer being an indie because I can fly and group up with whoever (pirates and other unlawfuls) I want and RP as I like (ofc within rules).
P.S I'd like to see them letting Pirates dock on their bases, hehe.

Why don't you just do what the Colours did.
#Rek every capital ship in Liberty with an Azura and regular snac Bargy. Just all of them. Every single one that dares to log in and not base camp.
Worked for us.
Edit: If you did the above I might even apply. I would have to install the new mod version to do that though, and I don't know if I can be bothered...

The subject about the Pirate ID is being brought up right now. With the recent changes to the Pirate ID and the upcoming suggestions put forward for the Rogue NPC faction as a whole, it will probably be reverted to the original neutral state.
The rephack was apparently only a temporary attempt to fix the sudden influx of pirate IDed players in NY. With the upcoming changes it won't be needed.
