got the same issue with 270x in xfire. soon i disable Xfire thing got back to normal.... for few days then its came back. i downgraded my drivers to an old version of cata, still the same issue. look like AMD doesnt like windows 7 with R9 cards.

I'm having a different problem but I'm also using an R9 GPU, in my case the 270X
my textures are fine but my lighting and shading is pretty bad. Would your solution by chance be able to fix this as well?

I'm finding a little odd that people are having a problem with the R9 gpu.
I have a Radeon R9 380 and I have yet to have any issues with FL since I bought it and pretty much every GPU I have had has been a Radeon of some sort and I've never had problems with FL that I can recall.
I haven't installed the latest drivers as yet, but they have been downloaded.
I'm currently running the 17.2.1 software, the full package, not just the drivers.
EDIT: Updated to the very latest package for the R9 GPU, 17.4.3 and no problems. If anything FL looks a little more pretty than it did before.

R9 290(x) and 390(x) are affected under Windows 7, but seem to behave fine under Windows 10 (currently using that with no issues).

That's interesting.
I was running my current GPU under Win 7 (now on Win 10) and had no problems.
Maybe I'm just lucky I guess.
