The pirate can demand anything he wants at any range.
Can he back up his words though? Not unless he can catch the trader.
8K's away is quite a long distance to demand anything.
There is no engagement until an attack has happened.
So within weapons range its possible, but even so,
if no shots or CDs are fired an attack has not happened.
The range doesnt come into it, as the range is different to various weapons and ships.
In this situation the trader can quite happily cruise away - laughing at the pitiful pirate.
The pirate was being a dork, and they knows it. They were trying to
stretch the rules as far as they can go, but if they actually read and
understand the rules its pretty clears they are not supposed to do that.
