If pilots MUST be contraband, then lawful ones should be too. To the extent of my knowledge, however, if you were to go out and slaughter and capture a bunch of Navy NPC's, then went past some who hadn't flipped out at you and were scanned, they continue on their way like it's perfectly legal.
