Hessian Tears are really having problems at the moment... Ors stepped down as leader, and HT people don't really show up online anymore. RHA is still around, but as many other factions we don't have much to do right now and will probably return in full force in 4.85.
Terk if you can find more people for this and get it active then I for one support you. But be sure to get people first, as you need at least 5 active players to start a faction. Ask away if you need any help, and be sure to read this:

I am unfortunately inclined to agree with this.
What will your group bring? Or are you intending to be just a group for RP fun amongst a couple of friends?

It would be preferable to populate existing factions in need of members who sport the same ID as the proposed faction instead for proposing the proposed faction.

Pointedly, this faction purports to propose a proposal which interpolates purposes not fully interpolated previously by previously proposed factions.
(However, I have no idea what these are.)

Ok mate, calm down. And not to be an "jerk" but can you please try... Try to correct your spelling a little, I can hardly read your texts at times. Anyhow, to the faction, I like the Idea, But Id rather see more active players in RHA or HT. Since The Red Hessians are a slightly smaller group then the Corsairs, I dont see it as a good thing to have 3 factions for that pirate faction. The Corsairs (wich are the largest) has only 3.
But other then that, nicely written and well done on the lists of allowed equipent, big plus mate.

Actually, hessians are larger than corsairs.
And, it would be better to renew old factions than make new ones. (for instance what I have done with UoG)
Try contacting HT for example. Ask them if they would like you to take over and lead it?
Its better than making up new faction.
