It is located in /My Documents/My Games/Freelancer/ and the file is "DSAce.log"
It logs every chat entry and is pretty useful.

I think what happened here is that he sent the money to another character using /givecash, but he didn't log into the other character before he deleted the one he sent the money from. Sometimes, /givecash doesn't apply the credits to the other character until you log into it, especially if they're on the same account.
