When I was stationed in Scotland, lo these many eons ago, Mini made a very respectable inexpensive vehicle. I don't know if that is still the case, but, back then, it was a good car for getting around in.
Probably the closest thing you'll find to a bike, unless you go in for those screwy trike designs.
