I hope you know why this is happening.
Due to the RM-Liberty war, Liberty had one of the most populous cap populations in Disco. Now that you removed the conflict, all of these people have very limited chance to log their ships against anything. Once such a chance presents itself, everyone does it at the same time. Both the RPers and the non.
