I had this exact issue for years, tried different languages, install/reinstall of many programs and a lot of other things i read about. Nothing helped and i never found out what was the reason of it. Not that i cared too much, only place i have ever used | is Disco.
Problem solved when i updated OS from XP to Win7.

Can you do me a favor and try pressing the alt GR button and then the button next to LShift? And see what character you get.

Edit: Setting my language to English india fixes this..... Must be something wrong with my language.
Yet i dont want to set my language to india... For obvious reasons.

Issues has been found.
s you can guess windows 10 was being an absolute £$%^ and doesn't auto download the language pack.
Re downloading it from the language menu and reelecting English seems to have solved it.
