Eh, kidding. But when you scan it, it says 'Border Worlds Bomber XY' or something. I don't know how the whole designation thing works.

The ship thing is quite clear - anything hostile to Liberty (inc. Rheinland) is banned. Also, unlike the trading ban, every Liberty lawful pilot knows exactly what the meaning of this ban is and is willing to enforce it.
