Actually, Gallia wants to forcibly unify the rest of Sirius under its banner, whether by direct conquest (Bretonia, Liberty) or through the more measured, stifling approach Kusari is getting, with the aim towards eventually corralling them into a sort of pseudo-vassalage.

Lawful Evil is more appropriate in any case. There is a strict code of conduct followed by the Royal Navy, which they enforce ruthlessly and (mostly) without any pretext for wiggle room. It's just that the means to which the system is (ab)used is not quite so rosy as the goals other House have set out.
