Question: are we allowed to engage outcasts, hackers, corsairs and the like on sight? or only if there is a bounty on their heads?

I realize that this is a bar and/or recruiting station for an apparent competing company.
However, your question again goes to a question that has come up to those of us in the Search Destroy Agency
Our pilots may defend themselves if attacked first. However, our standard operating procedure is to engage only those targets that have bounties on them - in locations where they are bountied. In other words, if you're in Bretonia and you see an Outcast and he's not doing anything - you leave him alone. Or if you run into a Corsair just cruising around in Omega 49 - you leave him alone. (Or let him start it first.)
But - catch a Lane Hacker in Texas, or a Molly in Dublin - those are valid and engagable bounties.

Just thought I would pass by and see what this place was like. I imagine I won't visit often as my Gunship is based in New Berlin, the Battlecruiser Ruin is often found at Freeport 9 and I am very busy with all the work in Sigma 13 recently.
Anyway I aided RNC_Achen in removing 3 Corsairs from New Berlin orbit earlier. 2 Cruisers and a Gunboat. one escaped but they caused minimal damage, and the Ruin was almost unharmed.
Also I suggest you watch a Freelancer by the name of "Brigadia" they somewhat foolishly attacked my Gunship in a Kusari Bomber, shortly after they ran due having a lack of weapons remaining, be careful around that one.

Lordraviel, I saw you yesterday. the corsairs you mentioned started fiiring on me for no reason but I was badly outgunned so I had to dash. 2 battlecruisers and a gunship I believe they had. you nailed `em?

Myself commanding the Battlecruiser Ruin and the Rhienland Military Battleship Achen dealt with them. 2 Cruisers and a Gunboat could not deal with a Battleship and Battlecruiser.

If there are bored hunters here: in Sigma 13 there is always action going on as all of you will know. traders appreciate our presence there. I was donated some money by a generous trader just for sitting around and looking scary.
so, are you bored? head for sigma 13. also, I heard that Rheinland no longer allows BH ships above gunship class in their airspace. what gives?

Hunter: Last night a suspicious sip had dangerously closed our headquarters.
Croc: Hmm, thats not good. It looks like those damn pirates monitor our communications.
Hunter: We need to increase our defending forces. Let me equip another battleship.
Croc: Hmm, I am afraid that the military wont like that. They already complain that the Brotherhood has so many heavy units in its arsenal.
Hunter: To hell with them, we could outgun them too.
Croc: Oh, yes we could do that, but I have a better idea. Lets make our headquarter mobile.
Hunter: *Cough*, Eee, to move our planet?
Croc: Hehe, my friend, you always think about brute force, how many bottles of oxy-stimulant have you inhaled recently?
Hunter:?!!!?
Croc: Never mind. A friend of mine has just informed me that there is a military prison ship available. It has a large cargo hold and we are going to equip it as our mobile headquarters. Take 120 mils from the treasure and equip it for our purpose.
Hunter: Yes, a brilliant plan, I will do that. (You hear a loud hiss, while he sets the valve of oxy-stimulant bottle to full )
