Infinite cloaks, aka Hybrid Cloaks or just ones the K'Hara/Wild/Oracle uses, are SRP only. You can buy timed cloaks on forums.
Snub cloak lets you to be cloaked forabout 2 minutes, cruiser one for about 8 and bs one for about 15 minutes. You can buy them on POBs (Player Owned Bases) or look for them here

He means the campaign; the single player story.
As for cloaking devices, they are bought on Player Owned Bases (POBs) that have a cloaking device factory. A battleship cloak is what you would need for an Osiris, which is the most expensive type of cloak, usually priced over 400 million, at least. All cloaking devices are mounted to the counter measure slot.
If you want, you could try posting a thread advertising that you would like to buy a cloak.
