Yeah you'll need to be neutral to the Outcasts. And you can't do that with a police ID. Freelancer ID could do, but you might need an Outcast bribe from say Rochester.

depends on the faction you wish to mine with/for, i wouldn't bother with the generic miner, has bad drop rates
