Just a quick input: Set up a "Language Page" with an explanation that english is required here and if admins are unable to communicate the player may be banned. The same could be done with server messages.
I'm sure we could cover Spanish, Polish, German and Russian fairly easily.

Im against general ban... if they break rules then yes but BAN someone because dont speak english? no.
It is their problem if they dont understand rules (punishment) and their problem if they are unable to RP (boring flying alone)
maybe 1 general post in azbuka, german, french, polish and czech language on forum "youn need to know rules" would be enough

Im all for that.
Prehaps, for .85, have readmes in multiple languages explaining the basics and the rules, and that they can also expect to run into problems for not speaking english.

Guys, this comes up every couple of months or so, this is an English speaking server. Any roleplay
interaction is almost entirely impossible if there is not a universal language.
To be harsh, unfortunately, the administrative team does not have the luxury of time to find a translator
every time someone does not answer us. The onus is on all individuals to make sure they are aware of
the rules as written, in English. The moment they are translated, the languages will start to be used on
the server. Then these sort of threads will be be more common place ...

Fun is that if you warn them they dont understand a word and go all "I no enlisch" on you. I fear taht you cant be on this server with "I no englisch"...So I guess there is only ban...
Got similar case on one character, he was just giong around as Police ID/IFF and suddenly attacked me without a word on my Freelancer... Well I killed him...and asked in PM why was that... He just whispered me for 15 mins in language I wasnt able to understand, flew back and attacked me again...
Well I belive there is no need for such people to stay here, they can do that on any other PvP server, without harrasing people and spoiling RP.

"If you want play on this server, you need to read and learn server rules"
Czech:
