in my opinion, most of the companies are not "owned" by the houses, but are based in them and offer a considerable amounts of services to the houses that they are based in

Hell I'd say so, the police in liberty is a private firm...
The corps in freelancer certainly arn't nationalised.

I do agree with you Kikatsu, the coorps are likely NOT owned by the houses, but most likely highly support them.
For example Kusari does not run Samura, but Samura gives profit to Kusari in exchange for power. That there is an example why they are not owned by the houses.
