My favorite thing to do to beggars in the past was to give them some stupid or impossible task to perform for it like...
"Sure bring me some cap 8 armor and i will give you 500 million"
or
"Bring me 2 battleship cloaks and the money is yours"
for 1 billion beggars..
"Bring me an admin shield and 1 billion is yours"

Just to be on topic.
But yeah people who are doing the begging thing for credits, I dunno.
I *might* give someone who is obviously a 'newbie' a million, totally out of the blue, if I'm feeling generous, but these days I won't give people money who ask for it Oorp.
If they have been in game long enough to be able to figure out that you can transfer credits from one player to another, they probably have enough $$ on another character to be going on with.
There are plenty of ways to make credits and eventually LOTS of credits quickly, but it takes time and effort to get to the 'LOTS of credits' stage.
