It's not slowed down. I play the game with 40-50 frames, though.
The sountrack is Clustertruck and yes, this is my very first VHF kill as I never play VHFs but bombers, gunboats and battleships. Sort of an achievement, although it's only because he didn't know about TSing. But that doesn't matter! I'm a PvP whore now!
