Add a line to prevent Outcast caps from popping up in Liberty. In exchange, add Battleships to the HF Indie ID.
This gives more attention to local factions and solves a problem that honestly should've been solved a long time ago.

Honestly I feel like this is mostly my own fault for not filing a player request sooner pitching the case to the admin team. Speaking as [HF] lead we'd absolutely love to see the ship publicly available, but that's not our decision to make unfortunately.
