Yes, we thought about using Bretonian Privateers. Some people said same and we agree with them too, but unfortunately, Privateer ID imposes undesirable limitations.
First, interaction restrictions. As you know, Bretonian Privateer doesn't allow you ally with anyone except Bretonia lawful, Council, Maquis, Outcasts and Chrysanthemums. We've planned cooperations with some quasi-lawful groupies and independent Pirate ID granting us this opportunity. Also, we doesn't ally with above counted factions. Maybe, in future, we don't know yet what will happen.
Second, ZOI limitations. Look at the Privateer ID again and compare with AE| ZOI. Pretty similar, but we haven't Omegas, because we don't need to include Omegas. Of course, ID gives us allowance to interact with players there but Kusari, excluded in Privateer ID, looks for AE| more useful at least because Gallic-Kusari trade route.

Why not? Tell us, how many generic factions using Pirate ID? Also, traders should begin to fly more carefully. As @Oxxxygen said, we could partially return age of dangerous trading.
