I'm of a mind with Antonio. Even if Gallia needs a second BS, why a carrier? You already see Valor bases acting as carriers, playing the role alongside being their usual brute force multiplier.
If anything, I think what you need is a pocket BS, or something that isn't bristling with guns and armor like it's running out of style.
Regardless, I hope you find a model maker. Would be mildly more enjoyable than fighting the usual onslaught of fwg and Mons Megs.

Having a Valor+ light battleship combo would be game breaking in fleet fights with equal strength (lets exclude demoises). why ? you'll be running and trying to shoot light bses with incredible dodge rate while the valors sit back and comfortably monsmeg you, even if you finish off the light bses the valor is still just a light bs with heavy bs stats.

The point stands, a carrier is not a battleship. Unfortunately the Valor also acts as carrier irp, but we do not want to get its heavy turrets and 2 primary turrets removed for a drone bay. We do not want a second battleship. We want a Ship which can act as a carrier. Which would in no way replace the Valor or be a new light battleship. A ship with a drone bay, including all the new coming features for carriers. A ship that is not only irp carrier, but also oorp a carrier. Not a battleship.

My only concern with this is that if and/or when this even gets implemented, it will have relatively relatable stats to it's admittedly already beefy companion. A second Valor isn't what Gallia needs imho, but if this ends up being a light carrier, with comparable stats to, say, an Elbe or Atlantis, then I'm all for it (for once).
Regardless, my hope still stands.

I think it should be the evil twin of Zephyr. Flat like valor, able to Dodge, while being just a little bit heavier than Zephyr. Something in between Zephyr and Aquilon would be best
