It's just like the corresponding non-guard faction, it just takes goes slower. That is, bribes or missions and other things they'd like.

I'm almost green with BAF, but I'm red with BAF Guard. I won't be able to land on their stations to get missions.

Take regular BAF missions on their bases in the non-guard regular systems, and you'll see the BAF Guard rep going slowly towards green. It does take a bit, but you only need to get it to neutral to be able to go there without harassment.
